On August 1st an allegation of sexual abuse was filed with the Calmar/Ossian Police Department and the Winneshiek County Sheriff's Department. The investigation into that complaint has now led to the arrests of four people--and the investigation is still active.
The Fayette County Sheriff's Department, the Iowa Department of Human Services and the U.S., Immigration and Customs Enforcement program have all gotten involved in the joint investigation since August 1st.
Fayette County Sheriff's Deputies arrested 23-year-old Rodrigo Estrada and 35-year-old Holly Ann Yonkovic, both of Ossian, on August 6th in connection with an alleged kidnapping in Waucoma. While the two were being held in Fayette County jail, authorities continued their investigation into the case.
ICE agents arrested Teodoro Candido of Ossian--the father of the alleged abuse victims--on August 16th on charges of immigration law violations. That arrest was followed by another arrest by ICE agents--this time of Elvin Alberto-Monge of Waucoma, also on immigration law charges.
Last Wednesday, October 9th, the Winneshiek County investigation into Holly Ann Yonkovic was completed and she was charged with three counts of child endangerment and one count of tampering with a witness.
Sources say the investigation into Candido is continuing. He has been held in Linn County jail since his arrest August 16th. Because the defendants in the case face charges in different jurisdictions--Fayette and Winneshiek County and federal court in Cedar Rapids--the agencies involved are working hard to coordinate the filing of criminal charges so that the suspects remain in police custody.
