Two Winneshiek County residents have been arrested in connection with the alleged kidnapping and sexual abuse of a 13-year-old Waucoma girl.
23-year-old Rodrigo Sandoval Estrada had been living in Ossian as 20-year-old Ramon Marcus Perez. Police found Estrada and his girlfriend, 35-year-old Holly Ann Yonkovic of Ossian, in a motel in Strawberry Point on Saturday. Police charged Yonkovic with one count of felony child endangerment.
The arrests came because of a sexual abuse investigation that had originated in Winneshiek County. Fayette County officials say they learned about the alleged kidnapping and sexual abuse in Waucoma of the 13-year-old girl during the investigation. According to court documents, Estrada picked up the girl while she was walking down the street in Waucoma and took her to an apartment where he sexually abused the girl. Fayette County authorities say the case involves "several victims in various jurisdictions."
The Winneshiek County Sheriff's Office and the Ossian/Calmar Police Department are also investigating four other cases involving Estrada, according to Fayette County Sheriff's Deputies. However, details on the Winneshiek County investigations were not immediately available.
Fayette County authorities say "This is an ongoing investigation and more charges will be filed in multi jurisdictions as a result." Police say their joint investigation also uncovered four more sexual abuse juvenile victims and more charges in each jurisdiction will be filed upon completion of the investigation. Immigration Customs Enforcement (ICE) was also called in and it was later learned that Perez was in the country under false documents and name. Fayette County then filed felony possession of false documents, and Forgery on him also.
Both Estrada and Yonkovic remain in custody in the Fayette County Jail. Estrada will be charged with first-degree kidnapping, possession of false documents and forgery. He faces a life sentence for the kidnapping charge. Yonkovic has a $20,000 bond and faces up to five years in prison.
