12 NOON UPDATE: Winneshiek County Board of Supervisors declares a State of Emergency

Winneshiek County supervisors have issued an Emergency Disaster Declaration for the County.
Because of the flooding caused by the weekend's extensive rain, a state of emergency has been declared for the county. That means the county board is authorizing the expenditure of emergency funds from all available sources and an application to the State of Iowa for emergency assistance.
