I have two answers to your question. The first answer is that you should contact the City Clerk's Office about your situation. They will refer your request to the city's Streets Committee, which meets on a regular basis to discuss street issues (It is meeting Wednesday night, for instance).
But I should mention that city officials are reluctant to use stop signs as a speeding control. Most stop signs are installed to prevent accidents from happening involving vehicles entering intersections.
So my second answer is that you might be better served to contact Decorah Police Chief Bill Nixon about your problem. The police department has several possible ways it can help. It can assign a squad car to once in awhile monitor speeding on your street. It also can move its radar display unit to your street for a day or two, so motorists can get a digital read out of their speed.
