The redrawing of county supervisor district lines was done without regard to the political implications--that's required under the law.
But the new districts will have several political implications. First of all, two incumbent supervisors--Steve Bouska and John Logsdon--have been placed into the same supervisor district, the new 4th District. That means one of the supervisor districts--the 2nd District--will not have an incumbent supervisor running for re-election.
The 1st District would be represented by Bill Ibanez if he seeks re-election; the 3rd District by Les Askelson; and the 5th District by Lonnie Pierce. However, since Ibanez has already served four years of his present term and since there would be no incumbent in the 2nd District, those two districts would have supervisor elections in 2012, in addition to the regularly scheduled elections in the 3rd, 4th and 5th Districts. In other words, all five seats on the Winneshiek County Board would be up for election in 2012.
