The Decorah City Council has decided to fine JD's House of Wine and Spirits $300 for a violation of tobacco laws.
A clerk at the business pleaded guilty recently to a charge of selling a cigar to an underage person. The clerk was assessed a civil penalty.
In such cases, the business itself is also open to a fine, with the city council determining whether it should be levied.
Decorah City Council members were divided on that issue Monday night. City council member Steve Matter said the action was "nt a very serious offense." On the other hand, city council member Rachel Vagts called it "a clear violation."
Five other city council members agreed with Vagts, with the final vote in support of the $300 fine being 6-1 in favor.
