Ask Mr. Answer Person. John asks: "A new sidewalk and retaining wall have been constructed on the new access road (Park St) from Hwy 9 up the hill intersecting with Linden St. Was this a city project and what was the cost? By the way, this was all done very well by the contractor."

Mr. Answer Person says: Yes, this was a city project.  The Park Street project was actually part of the Trout Run Trail project, to give bike riders and walkers access to the neighborhoods above Phelps Park.  That means some of the cost was covered by a state grant.  The total cost of the Park Street project was $65,000 to $70,000 for the sidewalk and retaining wall.
