Leon e-mails Mr. Answer Person: "I would like to know who will own the bike trail when it's done?  I would also like to know who has to carry insurance on the bike trail?  Who will be liable for the maintenance and repair?  Thanks."

Mr. Answer Person says: The City of Decorah will own the parts of Trout Run Trail that are within the city limits, while Winneshiek County will own the parts of Trout Run Trail that are in the unincorporated areas.  That means the city and county will be responsible for maintenance and insurance.

There have already been discussions by members of the City of Decorah Streets Committee about the need to maintain the bike trail.  County supervisors are also aware of their responsibility.  So, to answer your implied question, the maintenance and repair of the bike trail ought to be taken care of once the bike trail is done.
