In past years the Decorah City Council has given percentage raises to its non-union and supervisory employees. This year the city council is making what one member calls "a major departure and giving an across-the-board raise.
Each supervisor and non-union employee will get a $1,300 a year raise. City council members say they felt the new system is fairer to lower wage employees, who had been getting smaller raises in previous years due to the percentage raises.
